Tier 1 Brokers: Rated 8.0 and Above

These brokers scored 8.0/10 or higher in our assessment. They hold multiple Tier-1 regulatory licenses (FCA, CySEC, ASIC, or equivalent), maintain segregated client funds, and offer transparent trading conditions alongside their bonus programs. If you are choosing a broker primarily for its bonus offer, these are the safest options.

Exness — 9.0/10

Exness holds more regulatory licenses than nearly any other broker on this list: CySEC (Cyprus), FCA (UK), FSA (Seychelles), FSCA (South Africa), CMA (Kenya), FSC (Mauritius), and several others across 11 jurisdictions. Founded in 2008, it processes some of the highest trading volumes in the industry.

Exness takes an unusual position on bonuses. Its help center states that the company does not offer bonus programs as a matter of policy. However, official bonus terms and conditions PDFs exist for its Seychelles (SC) and BVI (VG) entities, suggesting selective deployment may occur in non-EU jurisdictions. What Exness does offer is a Premier Program (Exness Rewards) with three loyalty tiers — Preferred, Elite, and Signature — returning up to 50% of trading costs as cashback through Exness Dollars (EXD).

Minimum deposit is $10 for Standard accounts. Platforms include MT4, MT5, Exness Terminal, and a proprietary mobile app. Best suited for experienced traders who prioritize execution quality and regulation over promotional incentives.

XM — 8.5/10

XM is one of the most-searched forex brokers globally and one of the strongest bonus providers for emerging-market traders. Regulated by CySEC, IFSC (Belize), DFSA (Dubai), and FSCA (South Africa), XM has operated since 2009 and offers bonuses primarily through its offshore entities (XM Global and XM Mauritius).

XM runs a $30 no deposit bonus for new clients, a deposit bonus program (50% up to $500 on first deposit plus 20% up to $4,500 on subsequent deposits), and an XM Points loyalty program with four tiers. The $30 NDB requires 0.1 standard lots (10 micro lots) and at least 5 round-turn trades, with no stated profit cap. It must be claimed within 30 days of opening a live account. Bonuses are not available under XM’s CySEC, ASIC, or DFSA entities.

AvaTrade is one of the most heavily regulated brokers in the industry, holding licenses from the Central Bank of Ireland, ASIC, JFSA (Japan), FSCA, BVI FSC, and ADGM (Abu Dhabi) among others. Founded in 2006, it offers a broad platform range including MT4, MT5, AvaTradeGO, AvaOptions, and AvaSocial for copy trading.

AvaTrade’s bonus program is region-dependent and targeted exclusively at non-EU, non-regulated-market clients. Deposit bonuses and refer-a-friend rewards are available through its offshore entities. All promotions are subject to change or cancellation at any time, so always confirm current terms before depositing.

Minimum deposit is $100. AvaTrade is a strong choice for traders who value platform variety and want multi-jurisdiction regulatory coverage alongside a bonus.

HFM is one of the most popular forex brokers in Africa, regulated by FSCA (South Africa), FCA (UK), CySEC, DFSA (Dubai), FSA (Seychelles), and CMA (Kenya). Founded in 2010, it runs an extensive suite of promotions through its offshore entities — HF Markets SV Ltd (Seychelles) and HF Markets KE (Kenya).

Bonus availability at HFM varies by entity and region. All offers are restricted from EU, UK, AU, and US residents. Bonuses are not available under the CySEC, FCA, or DFSA-regulated entities. FP Markets — 8.5/10

FP Markets holds ASIC (Australia), CySEC (Cyprus), FSCA (South Africa), FSA (Seychelles), CMA (Kenya), FSC (Mauritius), and SCB (Bahamas) licenses — one of the broadest regulatory footprints in this directory. Founded in 2005, it is known primarily for raw-spread ECN pricing rather than promotional bonuses.

Due to its heavy regulation under ASIC and CySEC, FP Markets does not offer traditional deposit or welcome bonuses to clients in regulated jurisdictions. The only publicly indexed promotion as of June 2026 is a Refer-a-Friend program. Region-specific bonuses may exist through its offshore entities (FSA Seychelles, SCB) but are not publicly documented.

Minimum deposit is $100 AUD or equivalent. Platforms include MT4, MT5, and cTrader. FP Markets is best for traders who prioritize tight spreads and strong regulation over bonus incentives.

Tier 2 Brokers: Rated 7.0 to 7.9

These brokers offer competitive bonus programs and acceptable trading conditions, but carry more regulatory risk than Tier 1. Most hold offshore licenses (Belize, Seychelles, SVG) alongside one or two recognized regulators. Due diligence is important.

FBS — 7.5/10

FBS is licensed by CySEC, FSC Belize, ASIC, and FSCA. Founded in 2009, it claims 27+ million clients across 150+ countries. FBS runs a tiered deposit bonus: 100% on first deposit, then 10% to 60% on subsequent deposits depending on amount (up to $10,000 per deposit, $25,000 total cap). This is one of the most generous deposit bonus structures available.

FBS previously offered a $100 Quick Start no deposit bonus and a Level Up bonus ($70-$140), but the company has publicly stated on its blog that it no longer offers welcome bonuses as a deliberate policy choice. The NDB listings for FBS should be treated as historical.

JustMarkets — 7.5/10

JustMarkets holds CySEC, FSA Seychelles, FSCA, and FSC Mauritius licenses. Founded in 2012, it runs one of the most aggressive tiered deposit bonus systems: 50% on deposits from $10, 100% on deposits from $100, and 120% on deposits from $500. Maximum combined bonus across all tiers is $40,000. Volume requirement is bonus amount divided by 2 in standard lots, with a 30-day (or 90-day for the 100% tier) completion window.

JustMarkets also offers a $30 no deposit bonus, but it comes with significant restrictions: $30 profit cap, max 0.01 lot per position, max 5 concurrent positions, and key markets like Nigeria and South Africa are excluded from eligibility.

Minimum deposit is $10. Platforms include MT4 and MT5. JustMarkets is popular with beginners for its low entry threshold and high bonus percentages, though the volume requirements for the 120% tier are demanding.

Windsor Brokers — 7.5/10

Windsor Brokers has been operating since 1988, making it the oldest broker in this directory. Regulated by FSA Seychelles, JSC Jordan, CMA Kenya, and FSC British Virgin Islands, it offers a $30 no deposit bonus, a 20% deposit bonus (up to $10,000 cumulative), and a three-tier loyalty program (Gold, Platinum, Diamond).

The Windsor NDB requires at least 1 closed lot and 20 completed trades, with a minimum $60 profit threshold before any withdrawal. The account is valid for 6 months but auto-terminates after 30 days of inactivity. The deposit bonus requires a minimum $500 deposit per transaction and is removed entirely upon any withdrawal request.

Windsor does not serve clients in the US, Malaysia, EU, UK, Cuba, Iran, Myanmar, Ukraine, Russia, or North Korea. The 85.29% retail loss rate should be noted.

OctaFX (Octa) — 7.5/10

OctaFX, now rebranded as “Octa,” holds CySEC and MISA (Mwali) regulation. Founded in 2011, it is especially dominant in Southeast Asia — Indonesia, Malaysia, and the Philippines. The primary website is now octabroker.com after TLS issues with the old octafx.com domain.

Octa does not currently offer a no deposit bonus. Its promotion suite centers on a 50% deposit bonus (minimum $50 deposit to qualify), a Trade and Win loyalty program, a referral program, and a four-tier Status system (Bronze, Silver, Gold, Platinum). The broker also runs a popular copy trading platform.

FXOpen holds FCA (UK) and ASIC (Australia) licenses alongside offshore regulation through St. Kitts and Nevis. Founded in 2005, it has a long track record as an ECN-style broker. FXOpen is primarily known for competitive ECN spreads and commission-based pricing rather than aggressive bonus programs.

Bonus availability at FXOpen varies by entity. Promotions are primarily offered through offshore entities, not the FCA or ASIC-regulated arms. Check the broker’s current promotions page for active offers.

RoboForex — 7.0/10

RoboForex holds FSC Belize regulation and is a member of The Financial Commission’s compensation fund. Founded in 2009, it offers one of the widest bonus suites of any broker in this directory: a $30 welcome bonus, deposit bonuses up to 120% (max $50,000), a Profit Share bonus (up to 60%), cashback rebates (up to 10% of commissions), and up to 10% annual interest on account balance.

The welcome bonus requires a $10 minimum bank card deposit and full identity verification. The cashback program is particularly notable because rebate payments are fully withdrawable cash — not bonus credit — with monthly payouts for traders exceeding 10 lots per month. The interest-on-balance program pays 2.5% to 10% annually depending on monthly lot volume.

RoboForex is offshore-regulated only. Its risk disclaimer states 75.85% of retail accounts lose money. Minimum deposit is $10.

FXGT — 7.0/10

FXGT holds FSA Seychelles, CySEC (institutional only), VFSC Vanuatu, and FSCA licenses. Launched in 2019, it is the newest broker in this directory and positions itself as a crypto-forex hybrid.

In March 2026, FXGT launched a restructured bonus program built around “QGTLots” (Qualified GTLots — trades held for 5+ minutes). The system includes a no deposit bonus ($30, though some regions may receive $50), a 50% welcome bonus on first deposit, a 30% Milestone Bonus (unlocked after 3 QGTLots), tiered loyalty bonuses (25% on deposits, up to $10,000 cap), and a 50% rebate bonus on spread costs. Total lifetime bonus cap across all programs is $20,000.

The NDB has a notable restriction: profits are only withdrawable when they exceed $300. Minimum deposit starts at $5 depending on account type and payment method.

LiteFinance holds CySEC and FSC Mauritius licenses, plus a St. Vincent registration. Founded in 2005, it operates a promo-code-based bonus system with frequently rotating offers that vary by region and have distinct expiration dates.

Traders Trust is regulated by FSA Seychelles (SD141). It previously held CySEC license 107/09, but as of June 2026, this license is under examination for voluntary renunciation — meaning the company is surrendering its EU authorization. The primary operating entity is now the Seychelles one.

Traders Trust offers a $200 no deposit bonus — the highest NDB amount in this directory — requiring 10 standard lots within 30 calendar days. However, profit is capped at $200, and the NDB may operate as a monthly raffle (10 winners selected) rather than being universally available. No hedging, scalping, or EA/robot trading is permitted on NDB accounts.

The broker operates on MT4 only (MT5 is not offered). Minimum deposit is $50 for Classic accounts, $500 for Pro, and $5,000 for VIP.

Lower-Rated Brokers: Below 7.0

These brokers score below 7.0 due to limited regulatory oversight, unverifiable data, or terms that disadvantage traders. They are included because they offer active bonus programs that rank in search results, and traders deserve honest assessments rather than silence. Proceed with extra caution.

InstaForex — 6.5/10

InstaForex holds only BVI FSC regulation — a single offshore license. Founded in 2007, it has built a long-running brand around aggressive bonus offers. InstaForex advertises a StartUp no deposit bonus of up to $3,500, but the exact amount varies inconsistently across their own pages ($1,000, $3,500, or $5,000 depending on the URL), which is a transparency concern. The account converts to demo status if no real deposit is made within 7 days.

InstaForex offers two ongoing deposit bonuses: a 30% Welcome Bonus on every deposit (unlimited cap, confirmed from broker page) and a 100% bonus on deposits up to $2,000. It also runs a Club loyalty program (1-10% on deposits) and a monthly Chancy Deposit contest with a $50,000 prize pool.

A critical detail: InstaForex uses its own lot system where 1 market lot equals 10 InstaForex lots. Volume requirements calculated in “InstaForex lots” are therefore 10x less demanding than they appear. This is disclosed in their terms but can be confusing.

FreshForex — 6.5/10

FreshForex is registered under the SVGFSA (St. Vincent and the Grenadines) — a jurisdiction that is not recognized as a major financial regulator. Founded in 2004, it offers some of the highest leverage (up to 1:2000) and most aggressive bonus figures in the industry.

FreshForex advertises a $50 NDB, a $5 cent-account NDB, a 300% deposit bonus (on deposits of $100+, up to $5,000 active), a 101% drawdown bonus, and a Mega Rebate cashback program (up to $20 per lot). However, multiple offers had expiration dates that have likely passed by June 2026, and the broker’s website returned HTTP 403 on all automated access attempts during our verification cycle. All FreshForex data is sourced from third-party references rather than direct broker verification.

The 300% deposit bonus requires completing 35% of the bonus amount in closed lots within 180 days — for a $3,000 bonus on a $1,000 deposit, that means 1,050 lots, which is extremely demanding.
